A note: Yes, you can go Liberty and get a free settler, but please do not fix this! Also, please don't fix the ability to destroy and rebuild altars, because this was my only way of combating the Lich king at full steam - in other games, it usually takes 3-4 civs all together to wage war against him. My complete army had about 12 succubi along with the Guardian, and I was waging war on two fronts.
I personally think that even if this civ gets a second/third city, it's still balanced. They have a functional economy in late-game if they have at least one other city to take advantage of city connection bonuses like resource movement and such. The Assassin's Guild ends up getting trounced usually because they don't seem to fucntion like Venice as they're supposed to.
