A total revamp of the military mechanics making war expensive and realistic.

In reality, sieges were the dominant form of warfare until artillery became reliable and widespread enough to make sieges a less taxing endeavour. Armies were expensive, and mercenaries were often cheaper than mobilizing your tax base until there were both industrial and logistics technological advancements that made fielding standing armies possible. War exhaustion was extremely relevant, and inflation killed everyone. Wars will now always be disastrous, never easy, and will require a large amount of effort to simply field an army. Expenses are high, very high, and few will be able to stand with any large force. Wargoals are more relevant, and you can't just carpet siege the entire map. Battles are faster--much faster--and more chaotic, but armies are far less likely to be destroyed outright. Battles also accumulate much more warscore than they did in the past, and combatants that help in sieges and battles earn more for their now far more considerable contribution.

War taxes are now nearly a necessity, and are far more useful--but beware, they now increase war exhaustion and unrest. War exhaustion has become far more relevant now, and will drastically impact your recruitment and reinforcement abilities (manpower and force limit become far less relevant now that even the most formidable nations would struggle to keep a standing force of 10k at the start [which is historically accurate]).

Technologies around the 17th Century will reduce army maintenance (to reflect the growth of logistics) but will increase mercenary maintenance.

-Units cost less to build, especially during wartime
-Units cost more to maintain during peacetime. I'm playing with this number now, but it's many times more.
-Mercenaries are slightly cheaper than vanilla-War taxes now reduce the cost of armies by much more (this number is currently in balancing tests)-War taxes increase war exhaustion again-War exhaustion now increses unrest by 1.25, rather than 1, reduces taxes by 0.001, increases land maintenance by 1%, reduces reinforcement and manpower recovery by 0.05.-Participation score for sieges is now .1, and .09 for battles-Inflation from loans is now .35-Siege diseases are now slightly more deadly-Attackers lose less in assault than before-Mercenary support limit increased to 90-Wargoal max bonus increased-Warscore max from battles increased-Overrun factor increased to 30, 10 if the army can't flee-Cannot retreat days decreased to 3-Days per battle phase decreased to 1-Combat dice increased to have 13 sides-Combat Length Damage Modifier increased to 0.05-Several technologies starting in 1622 increase mercenary cost and decrease land maintenanceAll of these are up to change, and I'm trying to make sure that I'm happy with this balance in each nation.
