This mod changes the lack of resources pentalty cap from 90% to 100%.

This mod makes the game like hoi3 where you accutally need resources.

with the new patch , could you make the opposite mod of this one ? changing the penalty from 100% to 90% ?

Vanilia AI will try its best to get resources and avoid 90% pentalty. And i think vannilia AI has understanding of production efficiency since it is a core part of the game.

I only changed one file so the ai should play the same expect mirco natios will go from 10% to 0% efficiency

More difficult but love the idea.
Question is will the AI know how to work around this or will it struggle?
