Simple Taser SWEP

A really simple Taser SWEP, and it may be buggy.

Note: It works on NPCs but not as well as it does on players or bots

What it does:
Freezes and turns the victims into ragdolls
Plays a cool taser shound when you shoot it
Plays effects at hit locations

What it doesn't do:
Allow for world domination
Cause GabeN to count to 3

Console Variables:
Note: ConVars with boolean values will be true if the value entered is a non-zero number
sv_taser_dmg <number> Changes the ammount of damage the taser will do to people hit by it
sv_taser_duration <number> How long players will be disabled for after getting tased. This is set to 15 seconds by default.
sv_taser_distance <number> The effective range of the taser
sv_taser_firerate <number> The time the player has to wait before the taser can be fired again
sv_taser_screen_fade <boolean> Determines if the screen will fade when you get tased (server-side)
sv_taser_dropweapon <boolean> Determines if players will drop their weapon when getting tased
cl_taser_sparksize <number> The size of the effects at the hit location
