The billboard is not lighted, but with the use of the white floor light, it can be lid in a very nice way. Not too bright and the circular form makes a perfect size beam. Pay attention to the beam angle, in a lot of YouTube video's I see people using it with the beam projecting away from the object that's supposed to be lighted haha

The Billboard can be found in-game under Landscaping in the Parks tab.
