Tribute System Mod

This mod was done on request.

With this mod you can demand tribute payments from weaker nations.
To be able to demand a tribute payment from another country, that country needs to:

• be your neighbor country
  
• have a 5 times weaker military than you (military_strength is used, so army and navy are counted combined)
  
• have an army, which is at least 80% of there forcelimit
  
• be at peace
  
• not be a subject country
  
• not have an alliance with your country
  
• not be bankrupt
  
• have an opinion of at least -100 about you
  
• be not already paying tribute to any country (neither you nor another country)

You need to:

• not be a subject country
  
• have at least one matching neighbor country

You can demand tribute via a new diplomatic action in the influence tab.

Possible Effects
The AI can choose between:

1. Pay standard tribute
   
   • the AI will pay you 2 years of income
     
   • both countries will get a truce for 5 years with each other
2. Pay advanced tribute
   
   • the AI will pay you 1 year of income
     
   • the AI will lose 50 of each power
     
   • you gain 50 of each power
     
   • both countries will get a truce for 5 years with each other
3. Pay advanced tribute & luxury goods
   
   • the AI will pay you 1 year of income
     
   • the AI will gain 15 (ADM) monarch points
     
   • you will get: tax modifier +1% for 5 years
     
   • both countries will get a truce for 5 years with each other
4. Pay advanced tribute & spices
   
   • the AI will pay you 1 year of income
     
   • the AI will gain 15 (DIP) monarch points
     
   • you will get: trade power +1% for 5 years
     
   • both countries will get a truce for 5 years with each other
5. Pay advanced tribute & weapons
   
   • the AI will pay you 1 year of income
     
   • the AI will gain 15 (MIL) monarch points
     
   • you will get: army maintenance cost -1% for 5 years
     
   • both countries will get a truce for 5 years with each other
6. Refuse to pay tribute:
   
   • you will get a casus belli against the country
     
   • your opinion about the country decreases
     
   • you won't be able to demand tribute of the country until your casus belli has run out
