The AI doesn't use the buttons, but the AI does work with this mod.
Blink: An AI Tracer will gain a promotion on all her military units that gives +their max movement points every 3 (or your choice on cool down turns in user options.) turns.
Recall: After Tracer ends her turn as the AI, she will then check how much damage her military units took the past turn. If more than 15 on average she'll use recall.

I'm not sure on how multi player will work, but here's how it goes:
The UI is up when Tracer is human, and it's her turn while out of the city screen.
So hot seat should work ok, but MPMPM - Multiplayer Mod DLC-hack [forums.civfanatics.com] I can say it's possible that players who aren't Tracer can use her abilities while it's not their turn.
