If you don't have a mask, I need a close up. If you don't have a mask it is not necassary

Yes, you can. Just send him the Imgur/Steam pictures of your GTA Online character (front, back and face close-up) and he will eventually make it... I guess. He's usually busy with other stuff, so don't give up hope and be patient.
