Downtown Chicago by ms6615. Original save uploaded by steam user Lim Jahey. He built a great city but the asset requirement list is...daunting....so I stripped out everything except the streets so you can try your own with a lot of the work finished. All other credit goes to Lim Jahey.

@trashman sorry for late response. this is a game save file, not a map. you open it from the load game option, it is called "chi base"

it's like that because this was a full build of chicago that someone else posted and i just demolished the buildings from it to leave the roads.

To anyone who uses this map of Chicago, erase the premade districts. That's how you fix the zoning demand.

Which demand-altering mods do you use? I'm pretty sure they're affecting the save-game, as I don't get that behavior from other save games or my own save games.

I use mods that alter demand for zoning but I don't think they are supposed to affect the saves
