Custom Governmnet Pirate Hotfix

This mod fixes a bug where custom made governments will not be able to choose a response to the start of the piracy event.

The piracy event chooses it's responses from your class of government, but has no option for any non-default government classes, and will display the event window with not possible way of making the window go away.

This mod has added an extra response, "Acknowledged." and this response is now triggered if your race is non of the vanilla governments.

This mod is compatable with all vanilla localisations, but uses a google translation of "Acknowledge" as english is my only known language.

- Stellaris\localisation\events_l_russian.yml
- Stellaris\localisation\events_l_spanish.yml
