City road system

描述
Adds a city road system building into the game

STATS :
- Available at Combustion
- +10% modifier for city science, gold and production
- For every 5 citizen gives 1 science, gold and production
- Maintenance 6 gold per turn

The goal of this mod was to buff the combustion technology since in normal play said tech would be the last of the technologies to be researched by a human player. This mod adds a little more variety and makes combustion tech more desirable.

Perhaps you should lower the modifier, or even better you could take gold out of the modifier and take science and prod out of the 'every 5 citizens', so that its:

+10% modifier for city science and production
and
For every 5 citizen gives 1 gold
