In order to change the flags you must go into the game files and find the flag image folder, its a folder where all the flags and decals are located and are all in a image format. This means that if you want to edit or change the flags you must go to the flag folder and find the image which contains the country's flag or emblem you wish to change, using a editing software like photoshop to change the image, save it in the same format as the original, then paste this in your game files, if you wish to add it to a mod, then also do it in the folder created for your specific mod. If you are having trouble finding the game files, in steam rightclick the game titles and search for the option 'browse local files'.

nice mod :D . Can you tell me how have you added the flags and decals because I have searched all the internet and haven't found anything about this. Thank you in advance .

I changed my Rig (PC) and it wount let me edit the mod any more but im sure its about 200 hunderd turns, I may be wrong on that, im trying to see if I can keep realising updates for it because, it wount let me edit the mod. But! I am creating a new mod , witch is the same concept just better executed.
