If you haven't already figured it out, once you turn RICO on in Content Manager-Mods, you can go into the game and on the far right of the toolbar at the bottom of the game screen, there is a little icon that looks like colored blocks. Click on it, then in the RICO listing, click NONE and then the RESIDENTIAL icon (top of the box that comes up). It gives you a list of the homes available. You'll usually find modded homes at the bottom of the list so just scroll all the way down to the one you want, click on it so a picture of it shows. Then click on LOCAL SETTING below the picture. Change the number of workers/households to some other number. Then click SAVE under the picture.
You have now turned the house into a RICO house. You can plop it in any area that does NOT have the green residential zoning and it will stay there. It will also pop up intermittently in any area you zone with green residential.
