Go to your Mods in \Documents\Paradox Interactive\Crusader Kings II\mod. Find the conquest zip, and unzip to it's own folder. If there are two discriptor files, delete the bigger one, and open the discriptor. You need to edit the archive portion of the text.
change archive="mod/conquest.zip" to archive="mod/conquest"
After that, copy paste this text into the conquest.mod file and delete the discriptor
Afterward, delete the conquest zip file and unsub from the mod to keep it from auto re-downloading. I don't know if it would cause any issues having BOTH the zip and the folder in your mods folder, but I'd rather not take the chance...and seeing as this got the mod working for me, I'll take it.
To also note, I played with all DLC and no other Casus Belli changing mods. I don't think DLC is the culprit, but other mods might break the Casus Belli list in the game and not let this one work.
- Go into the mod folder in Documents. You should see Conquest.zip and Conquest.mod.mod
- Open Conquest.zip
- You should see 2 descriptor.mod files
- Delete the one that's a larger size (should be 96 bytes), was the top one for me
- Then you can unpack the other one, open it in a text editor, and copy its contents
- Go back to the mods folder and open the Conquest.mod.mod file in a text editor, replace its text with what you just copied
- Run the game with the mod active, and you should see the "Invasion" casus belli pop up now
