It should work with "vanilla" Europe theme also, but will look slightly different. No custom assets/mods are needed.

The map features several islands of varying size and shape, as well as some continent.

* all the land is totally flat
* all types of outside connections: highway, ship, railroad, aeroplane
* ferry routes reach many of the islands
* all resources can be found
* most of the area is very windy = great for clean wind energy
* you'll need to build lots of bridges - if you don't like that, don't even try this map
* created some waterflow
* some challenge providing services (garbage, heat, electricity, education etc) for smaller islands

As the basis I used a heightmap of the archipelago on the coast of the Gulf of Finland, Baltic Sea. I modified it so much for the game, however, that it no longer depicts any real area.
