I really don't know how to fix it for you, it works fine for other people but not you. I guess you'll just have to figure it out.

i still get missing sounds in console even when i type snd_restart

I guess it's only some cases, 'cause I got it to work without 'snd_restart,' which led me to download a bunch of other sound mods, and they all worked too.
