New DLC Mod

This is a new DLC mod, an update from the original:

Fixed some issues and added a new feature:
Now the DLC will be released after the game was on sale for 1 month. It has 50% chance release the DLC, if cannot release, will wait for a random period which is less than 2 months to try again.
If the game is already on sale for 1 year and the DLC still on wait, it will release immidiately.

You don't need to wait the DLC release before put another new game on sale, all DLCs are managed in a list, using differenct timer.

If you're lucky enough, game released after another game can release a DLC earlier (the other game keep losing in DLC release check and still waiting).
