An artificial "Peak of Light" which is meant to always be touched, and powered, by the sun Edmont Base was built... improperly. If the battery bank were to ever fail, there would be a great risk of a brown out during certain times of day.

The occupants knew this, hence they constructed the ramshakle colony pod within the base's cavernous subterranean primary hangar, all the base's vehicles cannibalized for the construction.

It was never launched, fueled, but without the needed cargo.
