When the civil war of 2009 was over, Chernarus seemed to be becoming a stable democracy. After its involvement in Takistan (2012), the country has begun efforts to join NATO, against strong Russian opposition.
Insurgents appeared again in South Zagoria, formed mostly by former ChDKZ sympathizers and other pro-communist groups - aiming to create an independent "Zagorian Socialist Republic" and calling themselves the "People's Army of Zagoria" (PAZ), but still using ChDKZ symbols. The rebel presence was gradually increasing and Russia was being accused of arming and supporting the separatists in order to retain their post-soviet zone of influence. Russian government denied these accusations.
In July 2014 PAZ clashed with CDF for the first time. Russian army entered the region, officially as part of UN peace keeping operation, unofficially still arming the insurgents through now completely open corridors. In late 2015 CDF suffered heavy loses to strongly armed separatists and Chernarus asked for NATO involvement. At the same time multiple reports of war crimes committed by PAZ against pro-government civilians surfaced. In summer 2016 NATO decided to intervene.
