RWBY Vacuo

Adds Vacuo from RWBY as a possible country for soldier customisation.

Currently only available in for english version of the game. If people are interested in having it in other languages of the game, comment and I'll see what I can do.

PLANNED UPDATES:
To add custom names for random generated soldiers.

WARNINGS:
-XCOM 2 does not let you load a save unless all it's mods are present, so always make a back up of your save before installing a new mod.

-Forgot to get rid of the original game files, so now the file size is smaller.
