For the focus of the melee/disparity you can go into the Upgrades section and tweak the melee upgrade modifiers to fit onto more items that have enough existing downgrades to grow the item. So you would add +melee capability to shield and enable stacking to achieve a similar result.
A more involved method would be to create your own unique strings (like above) and cater them categorically on items you feel should allow for melee boosting.
I think for the mod to be reasonably balanced you would need to make the forge costs additive, but I'm not sure that's a possibility with the tools provided. Maybe a script would work.
With that kind of bias you would do better using your melee heroes as ranged fighters with said items which kind of negates their role.
Any chance of making bonuses like this one stack so it'd add +2 resistance?
