Just published this from http://www.nexusmods.com/skyrim/mods/40899/? in order to allow it to be downloaded from steam. Go to this page to additional information about the mod.
This file is needed to be put in data folder in skyrim directory in order to disable exp gain from normal game mechanics (I don't use it BTW)
