When floating in the air use 4 (left) and 6(right) to steer.

P.S when on the ground you can use/ again to launch again but to get the rocket to the top of the building you will have to load it again, and also, if you do not have the / on your number pad, feel free to change it to a jey thats easiest for you. Thanks!
