Grab the 'AncientSprawlBuilding', and turn it upside down. Stretch it so it's really big (About 10,000-30,000 in each axis seems to be good) and use it as the floor. (Replace the bright blue plane)
Now, change the color of the building. Put the reflectivity as white (For sky reflections), and the specularity white too (For sun reflections). But the base color as black, but make aure the 'A' (alpha) is still maximum for the reflections to work properly.
Finally, make the kill grid (nearly) invisible, so it's not blocking your awesome water.
I first saw this used in Union, and used it myself in Graviton Disturbance. Check those levels out if you want to see it in use.
