NOTE: Subscribing to the mod pack on steam only allows you and/or your local party to see the hats. If you want everybody online to be able to see them, you have to put the actual .hat files into your duck game common folder!

Place the .hat files in C:\Program Files\Steam\steamapps\common\Duck Game
