Swamps map given the handicap treatment. Resource rate x 3, popcap 950

players 1-4 heavily favored and receive:
artillery firebase + flak base + pickable weapons

winter version of said map;

needs some more winter tweaks done but other than that, it is good
need to also add winter vehicle skins
