Alright, it appears I've fixed that problem, and fixed some other problems I felt this mod had.
Released an updated version of the mod with these fixes:
Update:
-The list of random great people is now built from a database query, and not a list created by me. Making mods that add Great People to the game compatible with this. Ignores Great People that are unique to a civilization.
-If you reload the game the list of Great People no longer randomizes after reloading. Meaning even if you reload the game you are guaranteed to never get the same great person twice as was intended.
-Fixed a problem that caused policies to decrease in their cost if you reload a save.
-Added "DY" to a few values to reduce the possibility of this mod conflicting with others. Example: "TRAIT_AKANE" -> "TRAIT_DY_AKANE"
No need to debug it yourself. I'm pretty sure I know what's going on. There's a method of giving someone a specific free policy without causing the culture cost for the next policy to change, and it's ran everytime you load. This causes the culture cost to decrease every load as the free policy you're supposed to get you already have (at least this is my educated hypothesis. I'll need actual testing to prove this is happening.).

Was thinking I should come back to this one. There were a couple problems I knew about I've been meaning to fix with this mod, but I'll fix that problem today.
I'd like to report a bug: Every time the game is loaded, the Castle Town's social policy costs go down. I'm going to take a look and patch it myself and report again if I found the solution, but for the modder's knowledge.
-Fixed a bug that caused no Music to play.
-Fixed a bug that made the unique Decisions do nothing.
-Random Great People no longer cause the Great Person counter to increase.

Hmm, That's weird. I don't usually play with sound on which has caused civ to go "Ohh you don't want sound on EVER so it'll be hard to fix. I'll try a fix in the update today, but can't really test it =/.
It might be caused from not having G&K didn't think about it, but this would require G&K for it's refrence to the Celts. I'll have it set to England, and change to Celts if exists instead.
Ability :
Didn't notice that happening in my playthrough. That's a bug, wanted the great person to be 100% free, but random. I've fixed it by just setting the number of free Great People to +1.
I don't know if I'll ever add music. It's not that I don't think music would be cool, but it's a matter of the pictures I kind of just used from the show/manga are not in anyway a Substitute for the show. Music from the anime seems more like me contributing to piracy as they could be taken from the game files, and used as a Substitute for buying the CDs.
