I plan to use it again for a longer lasting city someday, I loved it! =)
Assets (trees, props, custom buildings) do not count in this game as mods. Only things that alter the game's code are considered mods. Here's how to double check before you start: Load the game. Click Content Manager. Click the tab called Mods. Be sure nothing there has any blue squares. They should all be disabled, even default mods that came with the game.
Hope that helps! :)
There is a mod you can use, though. It's still working and I use it often. Environment Changer mod by BloodyPenguin will allow you to use any theme with any map, mix and match. Enable it and you will see all choices of map environments and themes. in new drop down menus https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=611254368&searchtext=environment
