I tried to build a wall all around my city but every piece i lay down the little symbol shows up above it stating there is no road access...

It's not a mod, it's an asset. There is no custom code. This asset is allow to build without road. Perhaps you have a mod who can't support this ? Please, disable your mod to see the one who crash with this kind of asset.

This mod causes my game to crash. When I unsubscribed this one, my game starts fine.
