This mod makes public order more dynamic.

Give a hungry man a loaf of bread and he will get more satisfaction from it than a man who has eaten all he can.

From the idea that happiness and distress are relative experiences, this mod makes the extremes of public order harder to achieve.

As you gain more public order you will get a negative public order penalty reflecting that it requires proportionately more to become additionally happy.

Conversely as the population gets more unhappy there is a public order bonus.

Unhappy : +4 public order

Troubled : +2 public order

Neutral : No impact

Content : -2 public order

Happy : -4 public order

Jubilant : -6 public order
