Small Hanger no Reqs amended by BaskB

Amended from the excellent original & I take NO credit for the superb model:-

My edit basically makes the Hanger Scenic, No road requirements, no workers, electric etc. can be placed anywhere on Ground to allow greater modular use

On 3 december 2017 i already asked BaskB if he is going to fix this asset but i assume he is to bussy to reply. It was a very helpfull asset.
