How many prisoners does it store, just wondering?

Just FYI, the original version had 25k water usage because the Combine was siphoning away Earth's oceans, and it used very little power because the Citadel actually supplied power to City 17.

Just in case you didn't realize there were actually reasons behind those seemingly irrational numbers.
