As of today, without prior notice, every traveller in Skyrim has to pay an extraordinary tax for the good of the Imperial Democratic Party Fund. Upon entering or leaving the major hold capitals (Markarth, Riften, Solitude, Whiterun and Windhelm) a tax of 1,000 septims is due without any return. Upon entering or leaving the minor hold capitols (Dawnstar, Falkreath, Morthal and Winterhold) a tax of 750 septims is due. Entering or leaving other villages (Dragon Bridge, Ivarstead, Karthwasten, Riverwood, Rorikstead and Shor's Stone) a tax of 500 septims is due. Taxes are due instantly and without any return. Travellers without enough money to enter or leave a city, town or village, will be thrown into the wilderness.

75% of the collected taxes are deposited with the Imperial Democratic Party Raising Fund, and 25% will be deposited with the holds for rendered services in collecting the taxes.

It is also the intention of the Empire to dock 75% of all sales with established merchants, as it is well known that all goods offered for sale by travellers with any merchant in Skyrim are obtained by robbery or looting. In case the seller is capable of delivering a receipt together with the item to sell, this tax will not be due. The seller may consider himself fortunate to receive 25% of the value of the sold item.

It has come to the attention of the Empire that an unknown benefactor is offering money to travellers in order to pay the foresaid taxes. This benefactor will be prosecuted, condemned for illegal activities and executed.

So, this is just like the Democratic Party usually operates? I thought this game was supposed to take place in an alternate universe.

The one part of this that makes no sense is Holds and towns that are aligned with the Stormcloaks wouldn't honor the tax during the Civil War. The only taxable areas during the Civil War should be Imperial held Holds and towns, like Solitude and Dragonbridge for example. I could see later if the Imperials win the war that then those areas would then be taxable. Alternately if the Stormcloaks win then the tax should be removed from Skyrim. I like the idea of this mod but but it has too many inconsistencies, so I'll pass.

@StateShitz Imperials do have control over Windhelm if you fight for the Imperials. It was easy killing every Stormcloak in Windhelm! Hail the Imperials!

Just a little saying, Imperials aren't Democratic, thats a Republic, their a Empire.
