描述
Allows Flagships with construction bays to manufacture orbitals. This is accomplished with the new "Heavy Construction Bay" for compatibility purposes. The new subsystem has a better labor to size ratio but is also more expensive.

do you have other mods that add to the tree and its been a while since ive played this so an update might have changed the tree, let me know about your mods. if you dont have any that change the tree ill know where to start looking.
