Small Town Police Station

This is a cheaper version of the regular police station, and is meant to help you have police coverage in smaller towns with low population, or parts of your city that is just out of reach for your police force. I've also shifted around the worker demand, so it will employ more low educated citizens, and less high educated.

Cost: 9000 down from 12000
Maintenance: 240 down from 480
Patrol cars: 6 down from 10
Ploppable size: 3x2 down from 4x3 (the actual building is still the same size)
