this block is used to get the traffic in and out a district.
for small district, you could directly connect this block to a main highway.

if you have 2 directional highway with heavy traffic on both sides, it will jam if you would make them come to one...
for that reason, you might want the first intersection block before the entrance (double main entrance's and exit's)

so a big city layout should look like this:

main highways => 1 first intersection block => 3 second modules (this one) => the rest of the district (roundabout module, residence, industry, buildings, ....

note that if you use the roundabout block, make sure its connected to 4 diffrent feeding connections.

its not an expensive block, it takes some space, but it worth the space! youre city may go to crap when traffic starts failing!
