City Hall by Anubis Judge

I hated the fact that there is no City Hall or Townhall in the game.
I think the City Hall should be one of the first buildings and the center of a new town.

I corrected the stats a little bit.

UNLOCKS at 2200 Citizen ..

the gazebo in front of the steps seems a little out of place. like it would go better in back maybe? I just think it's a little cramped and blocking the view lines to the entrance.
