Does it only do this buy buses ?

The fountain seems ill-placed. I had a bus-stop on a 6-lane street near this building, and the fountain was on the pavement of the street. I think because the bus-stop distors the pavement by default this building becomes problematic.

thanks. I've actually yet to get this one to spawn in my city. I need to figure out the right conditions.
