I was hesistant starting it in OC because the square is like 50% water and 50% land.

Starting it in OC would work cause that's essentially where Penn first founded the city.

Starting area has to touch a water which is why I couldnt have it in CC, I could change it to OC though

Is there any way to change the starting area? It's all the way in south philly, it would be better if it was in the old city or center city area.
