Drop the vpk to custom, that should fix. Also, try running Insurgency with -noworkshop parameter while having the vpk in custom. It does work.

Cleared workshop folder and unsubscribed from any potentially conflicting mods as well as verified cache. This mod will probably eliminate the killflash for maybe one game, but the next time you launch it, it's there. It simply doesn't work. Thanks for trying anyway.
