Varied Prisoners

A lot of the prisoner sprites aren't very detailed, or are otherwise simplistic. I was unable to figure out how to make the program add a variety of new heads, so for the time being I've replaced some of the heads I don't like with more varied ones. Future updates will instead add MORE heads! I have also included a modified skin palette.
Known issues: Is not compatible with other mods that alter people.png
