Now add in that it steals tiles like a great general but you can put it anywhere (except the sea or directly on resource tiles) as many times as you like. I've won a few games just stealing all the resources from everyone early on and riding that advantage to easy victory, peaceful or otherwise.
Also, last I checked, Unity isn't supposed to be able to annex captured cities, but you still can if you raze a city and then stop the razing. Sorry to hear you won't be around to fix this, though.
Unfortunatly I've retired from modding Civ at least for the time being, so the scenario is on hold indefinitely, and most likely won't come to fruitition. Sorry to leave you all hanging like that, but I feel like I've accomplished enough with this mod for the time being. Thanks yall! Its been great hearing your feedback and comments! Take care. =)
