Yes Steam "thinks" if there is no change in the size of the file (in regard edits within it), then it doesn't update it normally.
And then the mod shows as "outdated", even if the mod still works like yours. I got the same issue on some of my mods. They all work fine but it shows "outdated". This happen evertime if Creative Assembly updates the TW Mod launchers normally.
So no worries it should work fine even it shows "outdated".
Did not change anything to the files.
Then I don't know why your ETW crashes.
