A28 Controlled Legendaries

So here's my the latest iteration of my maximum security prison:
- 160 Max. Security Cells (ready to be turned into SuperiorCells once they're out)
- 10 Protectice Custody Cells (also SuperiorCell ready)
- 30 SuperMax Cells (regular ones)
- ~20k Daily Profit
- no deaths, no escapes
- controlled legendaries
- anti-throw-in perimeter
- very little contraband

Some hints when playing the prison:
- don't use shakedown, search the cell blocks instead (preferably during eating times so you won't search prisoners)
- don't search the SuperMax and Protective Custody blocks unless you got some knocked down guards - you won't find anything
- keep an eye out for new CIs
- legendaries/volatiles/instigators go to supermax
- solitaries in max security blocks may be turned into cells to buffer extra incoming prisoners
- consider using my game tweaks

PS: I'm trying to keep prisons rather small so they stay playable for everyone out there - 200 prisoners seems to be a good trade-off between size and performance for everyone

- subscribe to the workshop item
- go ingame to extras -> prison sharing
- select the prison
- click "play" at the bottom right
