Historically, cultural assimilation took centuries to completely assimilate a culture. Much of the demographic changes were due to migration instead of assimilation. For example, in the early 1900s, there were still over a million Greeks in Anatolia.

This mod changes some values to make cultural assimilation much slower. The Assimilate Pops cabinet action is reduced by 75%, and the dominant culture modifier only adds 10% assimilation instead of 50%. It also allows non accepted cultures to grow in integrated areas. There are also other smaller changes that lower assimilation.

It would be interesting if assimilation could be tuned to be far more heavily influenced by markets, market access, how separated the burgher population is from the rural population, religion (religious conversion and cultural conversion should also be treated as something far more related to one another - they often happened together, where cultural conversion historically occurred)

should be some culture specific adjustments in the base game. like, the mongols were the nomadic elite that subjugated settled peoples. they treated the agricultural masses kind of like the sunni treated the dhimmi (and golden horde are basically double dipping this concept). they didn't convert them. they maintained their separation and received tribute/tax/prestige.

could they have become an assimilating empire? maybe. it would have taken a lot of reforms.

but outside a lot of custom events the basic universal defines don't support this stuff.

same thing with jews/druze/yazidi/etc rarely assimilating. but in game they vanish because their very specific cultural/religious concepts that are antithetical to asssimilation are just ignored.
