Ever wonder why upgrading a location rank can’t be done from the macro builder?

IDK TOO PARADOX.

This mod add a building that upgrade location rank. All reqirement and cost are the same as vanilla.

I added production method that reqire alot of goods so ai should not use this building. The building destroy itself after 1 day so that should not be a problem. (from my limited testing. Please report any goods going missing from the market stockpile)
