The thermonuclear warhead carried by the missile reduced the core area of this metropolis of nearly ten million people to ashes, instantly vaporizing approximately 350,000 individuals. The White House Situation Room descended into unprecedented chaos and grief. Although Russia and China promptly denied involvement via emergency hotlines, all fragmented and contradictory technical intelligence—including partial satellite infrared signatures and jammed radar tracks—was interpreted by hawkish officials within the wartime cabinet as "deliberate electronic deception." Under immense pressure and driven by a powerful public demand for vengeance for Chicago, the incumbent U.S. President, exercising constitutional authority following the missile's penetration of defense systems, initiated a large-scale nuclear counterattack against all nuclear-armed states worldwide. U.S. Strategic Command issued orders for a full nuclear strike to its Ohio-class ballistic missile submarines (SSBNs), domestic Minuteman III intercontinental ballistic missiles, and segments of the strategic bomber force.
