It's meant to be edited, not played. This is just cursed rome.
As you probably know, you can't load official maps into the level editor, if you want to make an edit.
But you can load other workshop maps into your level editor by moving folders and renaming them.
Here's an almost 1:1 replica of rome, except for props that I don't have where I needed to improvise.
I also didn't want to build the construction site by hand and didn't build the crane, if you want those you'll have to add them.
