Watcher to Vanilla Consistency

Adds all 2 new rooms (wow!) from The Watcher's rotted regions to their vanilla equivalents:
- a shelter from Crumbling Fringes to Outskirts (WSUR_S06)
- a tower from Infested Wastes to Garbage Wastes (WGWR_Disposal)

Works with Downpour (I hope) and has versions for different slugcats.

(The new rooms don't show on the map cause I fsdhkjf hate the map renderer)
