Lekelokobs, you just go to the government > provinces menu, and press the "release as client state" icon, which is a flag on a block of soil. Then, if this mod is installed, you'll get to micromanage the fine details your client state's government. Democracy, Monarchy, Religion, etc. It's a great mod
